These are some of the proposals of the Lega-Salvini Premier advisory group for the final resolution of the General States of Health signed by the vice-president of the Third Committee Andrea Ulmi and by the adviser Giovanni Galli, member of the same.
“The Estates General – comment Ulmi and Galli – can be a great opportunity that arises from months of discussions, proposals and hearings from the world of health and the social sector. Our fear is that this great work will be thwarted by the linear cuts that the junta would have given a mandate to operate, without precise address, to the general managers of the three health companies in the face of the hypothetical need to recover 300 million for the regional budget ” .
The League’s reasoning starts from the difficulties shown by territorial medicine during the Covid emergency. “The inconsistency of local medicine – says Ulmi – has been dealt with thanks to the selflessness of doctors and nurses, it is because the filter with the territory has now disappeared, also composed of contact and knowledge of it- ci by senior management with a command center that has moved away from individual local realities.That is why we proposed, if we do not go back to the old system of the provincial FSA, that it be the territories and no longer the President of the Region who appoints the general manager of the ASL. We can decide on this together: the mayors or the municipal councils of the capital municipalities, the provincial councils, the conferences of mayors. However, it is enough that the general manager answers directly to the territory he manages”.
The role of small hospitals remains fundamental for the League. “The pandemic has confirmed their importance – underlines Ulmi – We can review their role in a modern design, but they remain a decisive defense with respect to territories and as medical outposts for marginal areas. We must not weaken them, but reassess them”.
To overcome the shortage of doctors and bring down the waiting lists, the League proposes to review the question of incompatibilities. “That of waiting lists is a scourge that we must absolutely face – argues Ulmi – We believe that an agreement with individuals is necessary, but hospital doctors, like extramoenia, should be allowed to work in affiliated institutions. We also believe that doctors with at least twenty years of hospital experience can be authorized to carry out general practitioner duties up to a maximum of 500 patients and this would fill some of the vacancies due to the so-called “retirement bump”. Trainees, on the other hand, could work at 118 or in the emergency room.
