The government announcement of PNRR money affecting 165 municipalities has been published. Maximum interventions of 18 million out of a total of 700. Hurry: by January 31, 2026 the work must be completed

Everyone wants it, everyone dreams of it. The money from the PNRR nourishes expectations, hopes and projects. Even sports have entered the race for a long time, but now we are in the starting blocks and much like in athletic competitions, even a “fake” cannot afford. Because one thing does not rain: you have to run, hurry and if you think of certain snail speeds with which the bureaucracy (and not only you) slows down the choices in Italy, you get chills. So let’s move. Based on notices published on the website of the government sports department and inviting municipalities to submit “expressions of interest” by April 22. To win, let’s play a little even if it’s an extremely serious thing, there are currently 700 million, this is the tranche which, within the framework of the National Recovery and Resilience Plan, finances “interventions aimed at promoting the revival of the urban environment through the and the regeneration of sports equipment”. Then, it will be up to 300 million to renovate and secure 400 school gymnasiums, but in this case it will be the Ministry of National Education , and not the Direction des sports which will give the cards.


In the meantime, the opinions clarify a point: they are resources that can help in the construction or renovation of a building, while it is much more difficult to think of stadiums. Let’s try to deepen the text. The 700 million “sport and inclusion” are divided into three areas: the first and the second concern the construction (350 million euros) and the rehabilitation (188 million) of sports equipment, while the third (162 million) s addressed to projects “in which the sporting/competitive interest of at least one sports federation exists” (which in this case must obtain a “prior favorable opinion” from Coni). In the first two cases, however, there are three types equipment towards which the interventions must be directed: indoor multi-purpose facilities where at least three sports can be practised, same condition for the citadels of essentially outdoor sports, bathing equipment.


There is also a spending cap: for cities with more than one million inhabitants – Rome or Milan only – the cap is 18.5 million; for those over 500,000, 11.5 million, while in the range above 200,000 the threshold is 6.5 million. These figures are far from the budget for a real stadium renovation. To say that at the time of the Olympic candidacy, an expense of 45 million euros was assumed for the Flaminio stadium in Rome. The situation is different for sports halls: the new Palalido in Milan, today Allianz Cloud, cost 18 million euros, the estimate for a small modern multipurpose hall is around 10 million. For the new Maison de l’escrime in Jesi, the “golden shop” of our foil, 1.8 million euros have been allocated in the interventions of “Sport and suburbs”. There are also other limits to respect: 40% of the “achievements” must be directed towards the South. And the surfaces on which to build or renovate must be public and not subject to litigation, even this circumstance that unfortunately occurs in various territories. In the end, the investment compass seems to concern above all an “average” type of factory.


But why then will the new stadium in Florence be able to have 95 million euros? Because these are “parallel” funds to the PNRR itself, allocated by the Ministry of Culture on the basis of the condition of the “Francs”, one of the masterpieces of Pierluigi Nervi, the “Olympic” engineer , therefore subject to the constraint of cultural heritage. The attempt by Federcalcio and the Lega could be to push to create a new path of financing, perhaps with a virtuous circuit of private and public resources as is the case in Bologna.


The schedule is strict. By March 31, 2023, the work must be “awarded” and by January 31, 2026, the work must be completed. And there, there is some concern because for factories of this size, the average should be 8 years, a time that would lead us astray. It is perhaps also for this reason that it was decided not to use “Sport and suburbs”, the campaign launched in 2015 and of which it is difficult to make an initial assessment. Also because several interventions got lost in the bureaucratic maze. For all this, the municipalities have the possibility of calling on Sport and Health.


Sport and Health who met the Tuscan mayors on Tuesday in Florence with the president of the region, Eugenio Giani. CEO Vito Cozzoli invited everyone to collaborate (there were also the regional presidents of Coni and Cip): “It doesn’t matter if the reality is small or large. With you, we want the NRR to be the Marshall Plan for sport, an opportunity for recovery, new equipment, sustainability”. Giani instead recalled that there will also be regional funds for a total of 17.6 million euros to implement the interventions at national level. The issue of small municipalities has been raised in recent days immediately after the publication of the summons. In fact, the limits of the interventions cut all the realities with fewer inhabitants, except for the interventions for the federal centers (in this case, the maximum contribution is four million). This is why it was decided to direct the funds of the next call “Sport and suburbs” precisely towards the small communes. Finally, trouble has erupted from promotion bodies who feel discriminated against by the passage of the third tranche of funding from the PNR which is linked to the federations. It’s under discussion. In the meantime, hopefully, it’s time to start the engines.
